City-by-city connectivity in Cuba
Carrier coverage is the same nationwide story; the airport, the subway, and the free WiFi situation change city by city. Here is what travelers asking specifically about these cities actually need to know.

Havana

Arriving
José Martí International (HAV) is about 15 km southwest of the centre. There are no international ride apps in Cuba, so the transfer is an official taxi or a classic-car colectivo, agreed in advance. There is no rail link. ETECSA provides 4G, but speeds are well below what most travellers expect. Download maps, translation and any apps before you arrive, as signing up on arrival is slow.
On the subway and rail
Havana has no metro. The city moves by classic American cars (the shared almendrones), official taxis, the hop-on tourist bus and the local guaguas buses. Coverage holds across the tourist districts on ETECSA, but speeds are modest, so live navigation can lag. Offline maps are the reliable fallback for getting around.
Free public WiFi
ETECSA runs paid public WiFi hotspots in the parks and along the Malecón, accessed with prepaid Nauta cards sold in timed sessions; the larger hotels have their own WiFi, often also Nauta-based. Free open WiFi is rare. A working ETECSA SIM or eSIM, where available, is far more convenient than hunting for Nauta cards.
Coverage in the city
ETECSA, the sole carrier, runs 3G and 4G across Habana Vieja (Old Havana), Centro Habana, Vedado and the Malecón. Speeds are significantly slower than elsewhere in the Caribbean, so manage expectations for streaming and video calls. Coverage is best in the tourist core and the major hotels; rural areas drop to 3G or nothing.
If you prefer a local SIM
ETECSA sells the Cubacel Tur tourist SIM at HAV arrivals and at ETECSA offices, though queues can be long and a passport is required. Very few international eSIM providers cover Cuba, and US sanctions affect some, so verify availability before you travel. Where an eSIM works, it is the easier path than the Nauta-card routine.

Varadero

Arriving
Juan Gualberto Gómez Airport (VRA) is about 20 km from the Varadero resort strip, with most arrivals on charter flights. Transfers are by official taxi or a pre-arranged resort transfer. ETECSA provides 4G along the peninsula. As elsewhere in Cuba, download maps and apps before arrival and keep speed expectations modest.
On the subway and rail
Varadero is a long beach peninsula served by the hop-on hop-off double-decker tourist bus, official taxis and classic cars. There is no metro or rail. Coverage holds along the resort strip and into the town on ETECSA; the catamaran and boat trips offshore lose signal once a few kilometres out.
Free public WiFi
The resort hotels provide WiFi, usually paid and ETECSA Nauta-based, and ETECSA runs hotspots in the town. Free open WiFi is uncommon. A working ETECSA SIM or, where available, an eSIM is more convenient than buying Nauta cards for each session.
Coverage in the city
ETECSA runs 4G along the Varadero peninsula resort strip, the town and the main beaches. Speeds are slower than the Caribbean norm. Coverage is reliable along the developed strip; the boat and catamaran excursions to the cays lose signal offshore, as do the longer trips toward Cárdenas and the interior.
If you prefer a local SIM
ETECSA sells the Cubacel Tur tourist SIM at VRA and in the town. A passport is required. International eSIM coverage for Cuba is very limited and affected by US sanctions, so confirm before travelling. Where an eSIM works it saves the Nauta-card hassle.
Local Network Insights
Curated tips to help you stay connected in Cuba.

Grab an eSIM before you arrive in Cuba to skip local SIM queues. Most urban areas offer 4G or better, while rural regions can slow down, so keep offline maps handy. Activating the eSIM in advance ensures you are connected the moment you clear customs.

Connectivity Overview
What to expect for mobile connectivity in Cuba.

Cuba presents one of the most challenging connectivity environments in the Western Hemisphere. ETECSA is the sole telecommunications provider, and while 3G and 4G coverage exists in Havana, Varadero, Trinidad, and other cities, data speeds are significantly slower than what most travelers are accustomed to. Internet access was only made available on mobile phones in Cuba in 2018, and infrastructure is still catching up.

eSIM coverage for Cuba is extremely limited among international providers. Very few eSIM services include Cuba in their plans, and those that do may offer only basic connectivity. Many travelers still rely on ETECSA Wi-Fi hotspots in parks and hotels, purchasing access cards for timed sessions. If you can find an eSIM provider that covers Cuba, it will be far more convenient than hunting for Wi-Fi cards, but manage your speed expectations.

Practical Data Tips
  • Very few eSIM providers cover Cuba - verify availability before your trip
  • ETECSA is the only carrier, so there are no coverage alternatives
  • Expect much slower speeds than in other Caribbean destinations
  • Download all maps, translation apps, and guides before arriving
  • Havana's tourist areas and major hotels have the best connectivity

Before you fly: a 6-step checklist
The mistakes that cost travelers in Cuba are almost always procedural, not which-eSIM-did-you-buy. Here is the order of operations that works.
  1. 1

Buy and install at home on WiFi.

Installation is not the same as activation. You can install the Cuba eSIM days ahead and only switch it on after you land, which avoids burning days of validity in transit.

  2. 2

Screenshot your current APN before you swap.

If you ever need to switch back to your home line quickly, that screenshot saves a support call from a foreign airport.

  3. 3

    Decide on your dual-SIM strategy.

Keep your home line on for SMS-based bank logins, two-factor codes, and emergency calls. Set the travel eSIM as the data line only. Most modern phones can do both simultaneously.

  4. 4

Disable iMessage on the travel eSIM line.

Otherwise iMessage will try to re-activate against the new line on arrival and you will spend the first ten minutes troubleshooting it instead of finding the taxi rank.

  5. 5

    Download offline maps for Cuba.

Google Maps and Apple Maps both support offline regions. Pull them down on home WiFi so a flaky activation never leaves you without a route from the airport. Our offline maps guide walks through it step by step.

  6. 6

Activate at the airport, not before.

Once the validity timer starts it does not pause. A 15-day plan you turn on the morning of departure burns a full day of validity before you even land.

How we built this page

Pricing on this page is pulled live from our database and refreshed every four hours. Coverage notes are sourced from carrier roaming agreements and updated when carriers change partners. Provider rankings are determined by price-per-gigabyte and plan flexibility, not by who pays the largest commission.
